If your PC is updated with the latest build, preventing Windows from automatically hiding scrollbars is easy. Microsoft added the ability to disable hiding scrollbars in Windows Store apps in the April Update. If you find this behavior annoying, you can turn it off and have Windows 10 always show scrollbars in Store apps. When you move your mouse, the scrollbars reappear.

I think what Ralph Landry1 means is to make the window narrower so that not all of the content can be displayed at once. Try dragging the corner of the window so it hits the side of the screen and see if the scroll bar appears. What pokey says is true, you only get any scroll bar, vertical or horizontal, if it is needed by the window. If you make the window narrower the scroll bar will reappear. What I'm getting at is that if the window you have open is already wider than it is required to be for the application you are viewing, the bottom scroll bar WILL disappear. I understand that the computer is new but are you new to the 27 inch screen? That single location in System Preferences is the control point for scroll bars, so it just sounds like the mouse and keyboard are doing something strange. Perhaps something like nitrile gloves when handling the items for testing would help so you don't come into skin contact with them. I realize allergies can be a really big problem - but it would be an easy test if you could dig out the Apple items and see if they make a difference. It's packed away somewhere - since I'm allergic to the metals it's made of I knew I'd never use it again, I was hoping there was an easy fix, somewhere in my settings that needed changed.

Try switching back to the Apple mouse and keyboard to see if there is a problem with the Logitech units.
